UK Councils Intend to Sell Off Social Clubs and Sports Centres to Balance Books

According to a new study of municipal councils, UK councils are planning to offload community centers, athletic facilities, and retail spaces as they bet on a rapid disposal of properties to balance the books.

Growing Fiscal Pressures Prompt Asset Sales

The Key Cities Group for second-tier cities in the UK stated that 60% of local authorities are intending to dispose of properties to meet the escalating costs of adult and children’s social care.

Local governments have previously faced criticism for selling playing fields and open spaces to support their finances, but they contend they must continue to generate essential revenue from asset sales or declare themselves bankrupt.

The group noted that a significant number of councils seeking to generate funds from a fire sale of assets marked “a distinct shift from 2024, when the majority (60%) of local leaders said they would focus on service redesigns and using financial reserves to weather growing fiscal pressures.”

Specific Cases of Proposed Sales

Medway Council in Kent announced its property management strategy featured the sale of a retail complex in Rainham and a community venue in Rochester to generate 20 million pounds over the next half-decade.

  • A local golf course and commercial properties held in Worcestershire and Suffolk, which all provide rental income for the authority, will additionally be sold under the strategy.

Council Tax Rises and Wider Fiscal Pressures

This research of local authorities in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of authorities will need to raise local levies next April to cover the rising cost of essential services, higher levels of homelessness, and a persistent accommodation deficit.

The authority said it will press ahead with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking innovative approaches but some of these require time to deliver both better provisions and cost efficiency,” said Vince Maple.

He continued: “We face population challenges which will continue to add to the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Patterns and Forecasts

Research of county councils this week further found council budgets being strained by the growing number of children and adults needing Send support.

A network of councils projected that council deficits will hit 4.4 billion pounds a year by 2029, as they struggle to manage increased demand.

Ministers have delayed planned reforms to the Send system until next year after a white paper outlining those changes has been postponed.

Deprivation and Financial Gaps

According to the most recent indices of deprivation (the Index of Multiple Deprivation) covering English councils, several key cities members were included in the most deprived in England.

  • “Member cities like several major towns place in the top 30 across the country under the 2025 IMD measures,” said the study.

“Although only a single urban area is among the ten most deprived for deprived neighbourhoods countrywide, cities are much more prone to be in the most deprived fifth of England. The figures highlights the extent of difficulties confronting local leaders across key cities in the next twelve months,” the analysis concluded.

“Council officials have been explicit about the necessity for a fair and sustainable funding system that accounts for and addresses the actual extent of disadvantage and demand,” said Michael Mordey.

“Lacking this, councils will continue to face impossible choices around which vital provisions to fund, and which to reduce, to the disadvantage of their residents.”

One in five of councils have reduced or weakened care services in the past 12 months, the survey found.
